CDM The Clients Duties

When the latest CDM Regulations were introduced the headlines were all about the new Principal Designer role which was introduced in an attempt to give earlier consideration to health and safety issues relating to the construction, and also the future maintenance, of a structure.

With the spotlight shining very much in the direction of the design profession the matter of the duties placed on a client was not given the attention that it should have deserved.

The clients still have all the duties that were introduced in the CDM Regulations 2007 but this time they have no CDM Co-ordinator to assist them with what are pretty onerous duties. On all but the smallest of projects most of these duties will only be able to be discharged by a client with either a detailed knowledge of construction safety matters, or who appoints a safety professional to assist them.

  • Complete and submit the F10 notification form to the Health and Safety Executive via their online portal
  • Appoint only contractors and consultants that you can evidence are competent and experienced enough to undertake your work in a safe manner
  • Approve the Principal Contractors Construction Phase Plan as being adequate to allow works to start on site
  • Ensure that the welfare facilities are acceptable prior to starting on site, and will remain adequate throughout the project
  • Ensure that the works are being undertaken in a safe manner and in accordance with the information provided in the Principal Contractors Construction Phase Plan
